Minnesota Department of Natural Resources Division of Parks and Trails looking for candidates to fill a regional off-highway acquisition and development specialist for one of four state positions. This position is in southern MN station in scenic New Ulm. Pay range is $ 21.03-$ 30.87 hourly, $ 43,911-$ 64,457 annually.

This position is located in New Ulm, MN. Work will generally be weekdays, but some evenings and weekends will be required for meetings and travel.

This position provides professional assistance to the Regional Strategic Programs Manager in the administration and management of outdoor recreation programs and facilities in the Southern Region. The position coordinates with and acts as the liaison between project partners; builds effective relationships with key stakeholders with trail activities, including local clubs, state associations, sponsors, conservation organizations, chambers of commerce and other county, state and federal agencies, and communicates with the general public. Position provides GPS and GIS support for other Parks & Trails Division projects. Position assists the Strategic Program Manager in the operation of the Minnesota Trail Assistance Program (Grant-In-Aid). Coordinates acquisition and development projects.

DESCRIPTION OF DUTIES:
Is responsible for the administration, planning, development, coordination, monitoring and implementation of the following statewide outdoor recreational grants programs, in part or in whole: Recreational Trails Program (motorized and non-motorized components) (Federal) (RTP) $1,455,000 annually; Off-Highway Vehicle Recreation Fund (OHV) $2,000,000 annually. Also lends support to the following outdoor recreational and historic preservation grant programs as needed: Land & Water Conservation Fund (LWCF) amount varies by year; and State Lake Improvement Fund (SLIF) grant program is currently on hold. Grant programs are guided by state and/or federal plans and legislation and program knowledge is necessary for compliance. Responsibilities include interpretation of research data and survey findings; attend and make presentations to Advisory Committee and State Parks Board meetings regarding grant program implementation, planning, management and policy issues; workshop creation and facilitation; preparation of planning documents relative to funding high priority grant projects; involvement with town, city, county, state, federal and tribal planners and the public; and development of statewide priorities, rating criteria, and policies and procedures for various grant programs..

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of trail and OHV issues and management; local, state and federal decision-making processes and regulatory statutes; principles and practices utilized in research and planning; natural resource, recreational policy, historic preservation and legislative trends and issues; government organization and procedures; methods and techniques used in land use; natural resource management, preservation and recreational resource management; mathematics and budgeting; public meeting facilitation (including knowledge of and compliance with Open Meeting Laws), and conflict resolution techniques.

Skill in multi-project management; conceptualize and analyze complex data; policy development and analysis; technical report writing; conducting and facilitating public meetings and conferences; interpersonal relationship skills; oral and written communication skills. Math and calculation skills for computing and monitoring grant budgets. Computer skills for maintaining grants database.

Ability to administration concepts; organizational abilities; ability to maintain effective working relationships with partners, participants, customers, the public and others contacted in the course of work; employee interpersonal relationships; public relations; group leadership; conflict resolution, public speaking; written & oral communication; use of computers for word processing, grant tracking and data analysis; ability to travel overnight and out of state; remote areas may require camping overnight, work weekends and holidays as required. Acquire and maintain an Arizona Driver's license.

Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
